There is a reason why the National guard was so a late to arrive in New Orleans. According to this German webcast from Tagesschau, a major German news source, this is what went on.
"With the arrival of the National Guard, the city has changed. And the Nation [USA] asks itself, why weren't they here earlier? The answer is quite dramatic: the Pentagon restricted them, held back troops. They were supposed to go to Afghanistan.
All I can say is, OH-MY-GOD. And not as in these people are idiots. But rather, as in- HOW COULD THEY?

I'm not fan if the current administration, but I doubt the problem was all the troop were set to be deployed over seas. I think the real problem was the whole frickin' Whitehouse was on vacation! Maybe somebody should have been left to, you know, make sure things were convered? Sure Bush heard about the storm before it hit but he was just so tired after all those bike rides.
But the pResident is still doing a great job!!!
